Board of Directors

The TEXPERS Board of Directors represents the entire spectrum of its membership. As defined in the Bylaws, the TEXPERS Board consists of three municipal system members, three fire system members, three police system members, two authority district members, and the past-president who serves as ex-officio in a nonvoting capacity. Officers are elected by the Board. 
 
President
Paul R. Brown
Big Spring Firemen's Relief & Retirement Fund 
Paul R. Brown has been on the TEXPERS Board of Directors since 1996 and currently serves as Immediate Past President. Prior to holding this position, he was the Association's President until he was term-limited. He is a member of the Society of Pension Professionals and holds their Chartered Trustee designation. Paul is a former trustee on the board of the Big Spring Firemen's Relief & Retirement Fund and has also served as the Board's Chairman. Most recently, Paul was with the Texas AFL-CIO as their Secretary Treasurer. He holds an associate degree in science from Howard College.

Sherry Mose
Houston Municipal Employees Pension System 
Sherry is Plan Administrator of the City of Houston Deferred Compensation Program and is responsible for all aspects of the program which covers over 23,000 employees. Since 1998, Sherry has served on the Board of the Houston Municipal Employees Pension System, and she currently serves as the Board's Chair. In addition, she holds the positions of Chair of the Budget and Oversight Committee, Chair of the External Affairs Committee and Chair of the Investment Committee. She was the President for the National Association of Government Defined Contribution Administrators (NAGDCA), served as the Community Service Chairperson for the National Forum for Black Public Administrators (NFBPA) Houston Chapter, involved in the School-to-Work program with the Houston Independent School District and is a frrequent speaker at deferred compensation and pension conferences. Sherry received her Chartered Trustee (CT) and Chartered Pension Executive (CPE) designations from the National Society of Pension Professionals, as well as the Certified Retirement Administrator (CRA) and Certified Retirement Counselor (CRC) certifications from the International Foundation for Retirement Education (InFRE). She received her bachelor's degree from the University of Louisiana at Lafayette.

Tyler C. Grossman
El Paso Fire & Police Pension Fund 
Tyler was elected to the El Paso Firemen & Policemen’s Pension Fund Board of Trustees in 2001 and served until 2006 when he took a brief leave of absence to work in Iraq with a private company protecting United States Diplomats to include the US Ambassador of Iraq. Upon his return, he was re-elected to the board as a trustee in 2009 and served as Chairman of the Board until his retirement in October 2015. He served El Paso citizens since 1994 as a Police Officer retiring at the rank of Lieutenant. Upon his retirement he assumed the position of Executive Director of the El Paso Firemen & Policemen’s Pension Fund.  He holds a BS with Distinction in Criminal Justice from Park University and an MBA from the University of Texas-El Paso. Tyler also graduated in July 2013 from the Bill Blackwood Law Enforcement Management Institute of Texas. Tyler was elected to the TEXPERS Board of Directors in March 2012.

John D. Jenkins
Dallas Employees' Retirement Fund  
John has 14 years of local government experience and 22 years of service in the United States Military. John holds a bachelor's degree from the University of Texas at Arlington. He currently serves as Assistant Director with the Recreation and Maintenance Services, City of Dallas Parks and Recreation Department. As a trustee for the City of Dallas Employees' Retirement Fund, his responsibilities include ensuring the solvency, integrity and financial stability of the City's pension fund. He is a member of Bethlehem Baptist Church, serves on the City of Arlington Library Advisory Board, the Arlington Shelter Board and the Arlington and Mansfield Action Committee Board. John also founded eleven investment clubs throughout the country in Dallas-Fort Worth, Houston, Atlanta, Washington D.C., and Miami.

Eyna Canales-Zarate
City of Austin Employee Retirement System  
Eyna retired from the City of Austin after serving in a variety of capacities including economic development, auditing, transportation financial management, fleet management, executive assistant in the City Manager's Office and Assistant Director of Libraries. Eyna served as a trustee for the City of Austin Employees Retirement System from 1998 to 2009. She received a BBA from St. Edwards University with concentration in Management and Marketing and a minor in Spanish. She has placed her MBA on hold for a year, in order to fulfill her commitments to the boards of organizations she is passionate about such as: the Texas Association of Public Employee Retirement Systems, Texans for Secure Retirement (retirement security), Travis County Appraisal Review Board (property tax appeals) and Seedling Foundation (education).

Jose Cavazos
Dallas Area Rapid Transit Retirement Plan & Trust
Jose A. Cavazos is an appointed Fiduciary for the Dallas Area Rapid Transit Define Contribution Committee, since 2005. He has also, completed the TEXPERS Certified Trustee Training. Currently, he is serving as a Southwest Region Representative for the Latino Caucus through Amalgamated Transit Union (ATU). Since 2004, he was nominated Executive Board Officer through Amalgamated Transit Union (ATU, Local 1338).

Larry Reed
San Antonio Fire & Police Pension Fund 
Larry is a retired San Antonio fire department Captain and represents the retired firefighters as Trustee on the San Antonio Fire and Police Pension Fund. He previously served as the active firefighter trustee from 1985-1999 and the fund's Executive Director from 1999-2003. Larry served on the TEXPERS Board from 1998-2005 and was elected in 2010 to serve again on the Board. He has also served on the Board of Directors of the San Antonio City Employees Federal Credit Union for over 20 years. Larry is a 1976 graduate of the University of Texas-San Antonio with a BBA in finance.

Jim Smith
San Antonio Fire & Police Pension Fund 
Jim Smith was first elected in September 2010 to serve as Active Police Trustee of the San Antonio Fire and Police Pension Fund. Jim is a Sergeant in the San Antonio Police Department, where he has served over 20 years. Jim currently serves on the Fund’s Legislative Committee, Public/Governmental Relations Committee, and is Chairman of the Investment Committee. He was elected to the TEXPERS board in 2014.
