Gov. Abbott Appoints Four to Texas Municipal Retirement System Board of Trustees

Gov. Greg Abbott has appointed four new members to the Texas Municipal Retirement System (TMRS) Board of Trustees, which oversees retirement benefits for employees of more than 800 cities across Texas.

The Story

Bryan Langley of Kyle and Isaac Tawil of McAllen were appointed to serve terms expiring Feb. 1, 2031. Jaime Reyes II of Melissa and Pamela Williams of Hawley were appointed to terms expiring Feb. 1, 2027. TMRS offers a secure, defined benefit retirement plan to local government employees throughout the state.

Langley serves as city manager for Kyle and is an active member of both the Texas City/County Management Association and the International City/County Management Association. He holds degrees from the University of North Texas and The University of Texas at Dallas.

Tawil, city manager for McAllen and a member of the State Bar of Texas, earned his bachelor’s degree from The University of Texas at Austin and a Juris Doctor from St. Mary’s University.

Reyes is the assistant fire chief for the City of Plano and an active member of several professional firefighting associations. He earned degrees from Texas A&M University and Sam Houston State University.

Williams serves as director of human resources for the City of Abilene and sits on the board of directors for United Way. She holds degrees from Texas A&M University and Abilene Christian University.

Why It Matters for TEXPERS Members

The TMRS Board of Trustees plays a vital role in managing one of the state’s largest public employee retirement systems. The board’s decisions influence investment strategy, funding policy, and governance practices that often serve as benchmarks for other local systems across Texas.
