Maxie L. (Max) Patterson
Max is the executive director of the Texas Association of Public Employees Retirement Systems. Prior to joining TEXPERS, he was the executive director of the Houston Firefighters’ Relief and Retirement Fund. He has also served as deputy director in the Finance & Administration Department for the City of Houston and as appointed city treasurer and a fiduciary on the city’s three pension funds. Before coming to Houston, Mr. Patterson was formerly an assistant city manager in Beaumont and also served as chief of police in the town of Windsor, Connecticut and Albion, Michigan. Mr. Patterson has been active on the executive board of the Government Finance Officers Association and has served as an advisor to the Committee on Retirement and Benefit Administration. He is President of the Galleria Area Rotary Club. He is retired from the U.S. Army Reserve with the rank of chief warrant officer where he performed the duties of counterintelligence officer for over 30 years and was awarded three Bronze Stars, Army Commendation Medal for Valor & the Meritorious Service Medal. He is a lifetime member of the Reserve Officers Association. Mr. Patterson holds a B.A. and an M.P.A. from Michigan State University.
Carolyn Butterworth, CMP
Director of Conferences & Member Relations
Carolyn was born and raised in Texas. Prior to joining TEXPERS in 1997, Carolyn worked for a real estate developer for 20 years, where she held the title of Vice President. She earned her B.B.A. at Texas Tech. She is an active member of Meeting Professionals International (MPI) Houston Chapter. Carolyn earned her Certified Meeting Professionals (CMP) designation in 2010.
Barbara Zlatnik, CAE
Associate Director for Programs & Training
Barbara joined TEXPERS in June 2013. She is responsible for the creation and implementation of programs & training opportunities. She has worked in a senior management roll for various professional associations including the International Facility Management Association, the Houston CPA Society and NACE International. She most recently served as a consultant for an association management company, leading their membership services, recruitment & retention efforts. Barbara graduated from the University of Kansas with a BS in Journalism. She obtained her Certified Association Executive (CAE) designation in 2010. She volunteers for the Houston Society of Association Executives and has served on their Board and as President in 2011.
Membership Manager & Bookkeeper
Lena joined TEXPERS in March 2012. She is responsible for overseeing the day-to-day operations of the membership services department and the financial operations of the TEXPERS organization. She has over 15 years of experience in customer and member relations. Other responsibilities include conference preparations, information technology support and administrative support to the Board of Directors and Staff. Prior to joining TEXPERS, Lena held various management positions with corporations in the Houston area.
Communications & Public Relations Manager
Allen handles the print and online media needs of the Texas Association of Public Employees Retirement Systems. Before joining TEXPERS in 2017, he worked as a freelance journalist contracted with the Houston Chronicle, a daily newspaper owned by media conglomerate Hearst. Allen wrote about people, places and events throughout the greater Houston area; often focusing on government, education and business topics. Before that, he worked as a publications manager for Hibu, an international corporation, overseeing nine of the company’s community lifestyle magazine titles distributed throughout the Houston area. He also spent nearly 10 years working for Houston Community Newspapers, a group of community publications, working his way from a general assignments reporter to editor of two of the company’s suburban papers located in Northwest Harris County and Montgomery County. Allen has a bachelor’s degree in Journalism and Communications and is a member of the Society of Professional Journalists.
